BITV (Barrierefreie Informationstechnik-Verordnung) is the German federal regulation on accessible information technology, mandating that federal government websites and applications be accessible to people with disabilities. First introduced in 2002 and updated as BITV 2.0 in 2011, the regulation translates the requirements of WCAG into legally binding standards within the German legal framework. BITV applies to all federal public sector websites, mobile applications, and electronic administrative processes. It is part of Germany's implementation of the EU Web Accessibility Directive (2016/2102) and the broader Behindertengleichstellungsgesetz (BGG, Disability Equality Act). BITV compliance is assessed through the BITV-Test, a comprehensive evaluation procedure that combines automated and manual checks.
