A conceptual framework for understanding and addressing the full range of user needs in information and communication technology. The Universal Access Reference Model provides a structured approach to identifying and removing barriers to accessibility by modelling the relationships between users, their abilities and disabilities, the tasks they wish to perform, the technologies they use, and the environments in which they operate. The model helps developers and evaluators systematically consider the diverse requirements of all potential users, including those with sensory, motor, cognitive, and linguistic differences. It serves as both an analytical tool for identifying accessibility gaps and a design tool for ensuring comprehensive coverage of user needs during development.
